The College of Engineering is dedicated to educational excellence in its program of study and to provide the graduates a common global standard in the field of Engineering.
The College of Engineering is committed to train holistic and globally competitive graduates with the necessary technological knowledge, skills and values needed in the practice of Engineering.

Objectives
- Apply knowledge of mathematics and physical science to solve complex civil engineering problems.
- Design and conduct experiments, and analyze and interpret data.
- Design a system, component or process to meet desired needs within realistic constraints, in accordance with standards.
- Function in multidisciplinary and multi-cultural teams.
- Identify, formulate and solve complex civil engineering problems.
- Understand professional and ethical responsibility.
- Communicate civil engineering activities effectively with the engineering community and with society at large.
- Understand the impact of civil engineering solutions in a global, economic, environmental and societal context.
- Recognize the need for, and engage in, life-long learning.
- Use the techniques, skills and modern engineering tools necessary for civil engineering practice.

Philippine Institute of Civil Engineers (PICE)
Professional organizationCOE has a PICE student chapter. BCU hosted a PICE-sponsored invitational bridge-building competition, which a BCU team won, and BCU students were CAR regional champions of the PICE National Civil Engineering Quiz Show in 2018 and 2019.

Government partner · Quality assuranceDuring CHED’s 2025 compliance visit, Engr. Abraham P. Os-osa reviewed the engineering programs’ facilities, curriculum and faculty qualifications with Dean Rillera.
DENR-CAR
Government partner · ResearchEngr. Antero D. Mappang Jr. of DENR, advised by the COE research coordinator, won Best Paper and Best Presenter at RISE 2025 for his study on the Philippine Reference System of 1992 in Baguio City.
