
Baguio City, June 10, 2025 — The City Government of Baguio, in collaboration with the United Nations Development Programme (UNDP) Philippines, officially launched its first Voluntary Local Review (VLR) at Ion Hotel, Legarda. Themed “Towards a Livable, Inclusive, and Creative City: Baguio’s SDG Journey,” the event marked a significant milestone in aligning local development efforts with the United Nations Sustainable Development Goals (SDGs).
In a keynote speech that resonated with urgency and hope, Mayor Benjamin Magalong emphasized the importance of establishing a clear baseline for the city’s SDG journey. “We must come out with realistic data to truly understand where we stand,” he said, urging all stakeholders — from policymakers to academic institutions — to embrace a culture of transparency and evidence-based planning. Mayor Magalong calls for data-driven action, collaboration, and a shared vision for 2043.
Mayor Magalong described the VLR not just as a technical report, but as “a reflection of the values of Baguio’s citizens — our shared vision, compassion, and drive for sustainability.” He underscored the critical need for social inclusion, environmental protection, and equitable access to basic services. “No one should be left behind,” he said, echoing a core SDG principle.

The mayor also highlighted the urgency of focusing on pressing local issues, including feeding programs, healthcare access, protection of water sources, and advancement of inclusive societies. “These are not just development metrics. They are our people’s lived experiences — and our guideposts for real progress,” he added.
Looking toward the future, Mayor Magalong outlined a bold vision: a city by 2043 that is inclusive, livable, and creative. He called for strategic collaboration across sectors and challenged educators and researchers to open their doors to innovation and dialogue. “Our schools and universities must become safe spaces for research, where data is not just collected but used to shape better policies,” he urged.

The event brought together government agencies, civil society organizations, indigenous peoples, youth, and the academic community. Notably, Baguio Central University (BCU) was represented by Dr. Genevieve Balance Kupang, Dr. Michael Tomas Sebullen, and Dr. Elma D. Donaal, who pledged the university’s full support in promoting sustainability through education and research.
The launch featured a presentation of the VLR findings by Ar. Donna R. Tabangin, City Planning and Development Coordinator, and Mr. Aljo Quintans, UNDP SDG Specialist. Other highlights included a ceremonial signing of Baguio’s SDG commitments, cultural performances, and the launch of the UNDP Human Development Report.
With clear data, strong partnerships, and a united vision, Baguio City is stepping boldly into a future where development uplifts all sectors of society — and where sustainability is more than a goal, but a way of life.
