BCU GS Faculty Dr. Francis Cesar Bringas: A Visionary Leader for Education and Peace in Abra

Baguio Central University (BCU) proudly congratulates Dr. Francis Cesar Bringas, affectionately known as Dr. Panchet, on his recent victory as a Board Member in the Province of Abra. A distinguished alumnus of our doctoral program and now a valued member of the Graduate School faculty, Dr. Bringas has demonstrated exceptional commitment to education and public service, making his recent electoral win a significant milestone in his career.

As a passionate advocate for educational advancement, Dr. Bringas has long championed the transformative power of learning. His election presents an  opportunity to further elevate the quality of education in Abra, ensuring that every learner has access to meaningful and inclusive educational opportunities. As an educator, he understands the profound impact that quality education can have in shaping not just individual lives but entire communities.

“Ti pannakaisuro ket saan laeng a panangted ti adal, nudiket panagbalin a lider ti panagimbag ken panagserbi. Iti panagaramid iti nasayaat para iti ili ken pagilian, adda ti ragsak ken kararag a mangtulong kadagiti arapaap ti tunggal maysa.” (Education is not just about imparting knowledge, but also about becoming a leader in goodness and service. In doing what is right for the community and the nation, there is joy and faith in fulfilling the dreams of every person.)

Doctoral students of Dr. Bringas shared the following reflections as takeaways from their mentor:

Ma’am Agustina Cayat remarked, “With the rapid advancement of technology today, we should not resist change. Instead, like a chameleon that adapts to its ever-changing surroundings, we must learn to embrace and adjust to new environments.”

Meanwhile, Ma’am Daisy Taganas observed, “He is a brilliant thinker who quickly grasps complex ideas, demonstrates genuine empathy, and listens without judgment.”

Ma’am Sarah O. Garcia shared: “I first met him when he served as the Schools Division Superintendent of Baguio City, prior to becoming one of his students at the university. Learning that he would be one of my professors filled me with excitement, as I anticipated gaining insights from someone truly exceptional. In the classroom, he communicates directly, fostering an environment conducive to learning. His candidness never causes embarrassment; instead, it provides clarity, helping you understand areas needing improvement. His extensive experience ensures that every word and shared insight becomes a valuable learning opportunity. He exudes humility and remains approachable, whether during lectures or in the university corridors. His presence consistently encourages and inspires.”

Dr. Bringas’s new role as a Board Member is a call to action, offering an opportunity to influence policies that prioritize educational reform, professional development, and lifelong learning. His deep commitment to education is matched by a strong sense of civic duty, and his leadership in this new capacity holds great promise for the province. With his wit, sense of humor, and grace, Dr. Bringas brings a unique and valuable perspective to this important role.

Moreover, as a leader in a region historically challenged by election-related violence, Dr. Bringas has the unique opportunity to foster good governance, transparency, and a culture of peace and unity. In this spirit, we, peace educators at BCU challenge Dr. Bringas to leverage his platform to educate the community, promoting peaceful democratic participation and conflict resolution. Through education and community engagement, he can help reduce, if not eliminate, the violence that has too often marred the electoral process in Abra.
