PROFESSIONAL LEARNING IMMERSION: The Subic Bay Metropolitan Authority and the Olongapo City Hall

The Subic Bay Metropolitan Authority (SBMA) served as the primary site for Baguio Central University’s Professional Learning Immersion (PLI) on November 14-15, 2025, providing participants with invaluable insights into governance models, institutional transformation, and sustainable development practices. This comprehensive study visit—attended by both returning and new BCU MBA and MPA students, as well as distinguished faculty members—examined how visionary leadership, robust policy frameworks, and genuine community engagement enabled SBMA’s remarkable evolution from a decommissioned military installation into a financially independent economic zone. The immersion delivered practical knowledge on administrative structures, stakeholder governance, and institutional resilience—lessons directly applicable to contemporary challenges in business management and public administration.

Subic Bay Metropolitan Authority: A Study in Institutional Excellence

The SBMA administration demonstrated exemplary hospitality and strategic alignment with our learning objectives. Upon arrival, participants received comprehensive briefings on SBMA’s institutional history, with particular emphasis on the transformative leadership of its inaugural Administrator, Richard Gordon, and his founding team of dedicated volunteers. His strategic vision successfully attracted international investors and repositioned the former Subic Naval Base as a competitive business hub. The briefing also honored the crucial contributions of Olongapo residents and neighboring communities, whose volunteerism and civic commitment proved instrumental in this remarkable institutional metamorphosis.


Key discussion topics encompassed governance structures designed to ensure transparency and operational consistency, policy frameworks that maintain financial independence from national government subsidies, and institutional safeguards that effectively protect both personnel and the communities they serve. These sessions provided students with concrete examples of how sound administrative principles translate into measurable organizational success.


According to our distinguished speakers, SBMA demonstrates exemplary Corporate Social Responsibility through sustained partnership with approximately 330 households of the Aeta Ambala Pastolan tribe, the region’s indigenous inhabitants. These strategic initiatives focus on livelihood development, infrastructure enhancement, and inclusive growth within the Subic Bay Freeport Zone—exemplifying how business excellence and social responsibility can flourish together.


Olongapo City Hall: Excellence in Urban Governance


Following our comprehensive SBMA immersion, the delegation proceeded to Olongapo City Hall to examine local government administration and progressive urban development strategies firsthand.

City Administrator Robert Reginald Paulino delivers an engaging presentation on governance excellence and public service innovation, demonstrating how effective local administration drives community prosperity.

This highly urbanized government exemplifies best practices in urban development, disaster risk management, and comprehensive public service delivery. The city effectively manages rapid population growth while maintaining its strategic economic significance within the Subic Bay zone through aggressive tourism promotion, investment facilitation, and comprehensive public health services.

Subic Bay International Terminal: Operational Excellence in Action


The immersion continued with an instructive site visit to the Subic Bay International Terminal (SBITC), where participants observed port operations, logistics management, and safety protocols firsthand—gaining practical insights into world-class operational standards.

Ms. Mika Arcenal, SBITC Commercial Superintendent, provides an insightful guided tour of the terminal, showcasing the facility's exceptional organizational systems and state-of-the-art equipment. Her presentation exemplified outstanding operational leadership.

SBITC prioritizes operational excellence through stringent safety protocols, rigorous regulatory compliance with SBMA standards, strategic technology investments, and a deeply embedded culture of continuous improvement and effective stakeholder communication.

Sir Henry Dungca, SBIT Terminal Manager, articulates how safety, efficiency, and cutting-edge technology drive operational success. By prioritizing employee and user health through rigorous training and regulatory compliance, SBITC ensures seamless 24/7 operations with modern equipment, bolstered by comprehensive CCTV surveillance and identification verification systems. Ocean Adventure Marine Park: Sustainability Meets Business Excellence


The professional learning experience culminated at Ocean Adventure Marine Park in Morong, Bataan, where students explored the compelling intersection of business sustainability, environmental conservation, and responsible tourism—a living laboratory for sustainable entrepreneurship.

MBA students immerse themselves in the wonders of Ocean Adventure, skillfully blending business insights with immersive marine experiences. The professional learning visit sparked dynamic discussions on sustainability, innovation, and conservation ethics amid vibrant aquatic displays.

Ocean Adventure provides a unique naturalistic setting where marine animals thrive in crystal-clear waters surrounded by vibrant coral reefs and pristine white sandy beaches. Now celebrating its 25th year of continuous operation, this open-air zoological facility serves as an exemplary case study for BCU graduate students examining how strategic innovation, unwavering conservation commitment, and adaptive management enable both business longevity and environmental sustainability in the highly competitive tourism industry.

The park’s strategic partnership with the Bureau of Fisheries and Aquatic Resources (BFAR) for marine mammal rescue and rehabilitation exemplifies meaningful Corporate Social Responsibility integration. The ‘Wild World’ sanctuary for rescued forest animals further underscores this profound conservation commitment, demonstrating how business success and environmental stewardship can create powerful synergies.

A dynamic interchange between BCU masteral students and Ocean Adventure leaders Ms. Belen Figueras and Sir Reginald Patrick Reynes yields practical insights on operational excellence, conservation ethics, and sustainable business practices—exemplifying experiential learning that transcends traditional classroom boundaries.

BCU participants expressed profound gratitude to Ms. Belen Figueras, Operations Head, for her compelling insights on public governance, teamwork, operational excellence, and organizational leadership. Sir Reginald Patrick Reynes, the diligent Zoo Operations Manager, passionately addressed our shared responsibilities toward marine mammals and surrounding wildlife, stressing the critical need to understand, protect, and nurture their well-being while preserving the delicate ecological balance of their habitats.
