Baguio City, Philippines — Baguio Central University took another significant step in institutionalizing evidence-based governance as it convened a Management Council Consultative Meeting on February 12, 2026, at the MJF Hall to deliberate on the consolidated University Research Policy Briefs for the period 2023–2026.
Organized by the Research and Development Center (RDC) and led by Dr. Michael T. Sebullen, Director for Research, the meeting brought together the university’s top academic and administrative leaders, including deans, principals, directors, and unit heads, underscoring a whole-of-institution approach to research utilization and shared governance. The consultative session focused on transforming completed institutional and unit-based research into formal policy instruments intended to guide executive decision-making, strengthen operational effectiveness, and support long-term strategic planning.
During the meeting, five major research-based policy briefs were formally cascaded for Management Council review and deliberation. These included Analysis of Teacher-Made Syllabi: Curriculum Alignment and Instructional Design, which examined the alignment of learning outcomes, instructional strategies, and assessment practices with outcomes-based education and quality assurance standards; Evaluating Student Services: Assessing Effectiveness, Accessibility, and Impact on Student Satisfaction and Success, which assessed the performance of academic and non-academic support services in relation to student engagement, satisfaction, and retention; and Healthy Work-Life Balance Among Teachers, which highlighted issues of workload, professional well-being, and institutional support mechanisms as key factors influencing instructional quality and faculty sustainability. Also presented were Assessing Carbon Footprints: Strategies for Measurement, Reduction, and Sustainability, which provided data-driven recommendations for minimizing the university’s environmental impact through sustainable
practices, and Solid Waste Management Awareness and Practices in Baguio Central University, which analyzed campus-wide awareness, compliance, and practices related to waste segregation and environmental responsibility.
Beyond policy review, the consultative meeting was strategically positioned as a critical preparatory activity for upcoming accreditation-related engagements, particularly in demonstrating compliance with standards set by PACUCOA. The research-based policy briefs directly support accreditation criteria on governance, research utilization, institutional effectiveness, and continuous quality improvement, serving as documentary evidence that research outputs are systematically integrated into institutional policies and decision-making processes. The expected output of the meeting is the formal concurrence and endorsement of the Management Council, enabling the elevation of the policy briefs to the University President and the Board of Trustees for approval and institutional adoption.
University officials emphasized that the initiative reflects BCU’s broader commitment to moving beyond research compliance toward research-driven reform. By translating empirical findings into actionable policy briefs, the university reinforces a culture where scholarship informs leadership, promotes accountability, and drives sustainable development. The consultative meeting thus stands as a concrete manifestation of BCU’s vision of a research-responsive institution—one where data, dialogue, and shared responsibility converge to shape policies that enhance academic quality, faculty and student well-being, and environmental stewardship.
